Appointed by City Council, the City Manager serves as the City's Chief Executive Officer responsible for managing the day-to-day operations of the city consistent with adopted policies and various local and State statutes.

Joe Rheker became our City Manager in March of 2018 after having served as Deputy City Manager for the previous 14 months. He’s been a public servant his entire adult life be it military or civilian, appointed or elected. Joe served as an elected official on the Mount Clemens School Board and later as a Commissioner on the Mount Clemens City Commission.
His professional public administrative service includes experience serving the citizens of Detroit as a staff member for former City Councilman Kenneth V Cockrel Jr and for City Council District 7. Additionally, he served on Detroit City Council’s Military and Veterans Task Force. Prior to his service in Detroit Joe served a graduate city manager internship with the City of Royal Oak, MI. There he learned the golden rule of City Management, “Everything is important to someone.”
Joe holds a Master of Public Administration from Wayne State University and a Bachelor of Science in Urban and Regional Planning from Eastern Michigan University. Joe is currently serving his 25th year in the US Navy Reserve. He greatly appreciates the support of council and the Harper Woods community as he continues to serve.
